There it is on the front page of today's Chronicle "water limits mandatory". While some outlying counties have already begun water limits, this makes it official for the city of Houston http://www.houstontx.gov/mayor/press/20110815.html
Having grown up in Southern California, where a quarter inch of rain was considered a downpour and news crews would be dispersed, I am quite frankly surprised it has taken this long. Check the website link above to find out which days and when you can "legally" water your lawns.
Water conservation is not a bad thing. After going through years of drought in California, I find that our family practices conservation as a way of life now. It just makes sense. Here are some things you can do....
* fix leaks (within 72 hours per guidelines)
* turn off the water while you are brushing your teeth
* waiting for the water to get hot in the shower? Put a bucket nearby and use the "cool" water (it really isn't cold this time of year) and use to water plants
* do full loads of laundry and when using the dishwasher
* use a soaker hose - much less will be evaporated (remember to water your foundation too!)
* exchange old toilets for ones that conserve on water
* think before you dump any water - fresh water for the dog? give a thirsty plant a drink
